The International Centre for Antimicrobial Resistance Solutions (ICARS) is an initiative established by the Danish government in 2018 with a mission to develop evidence-based solutions to mitigate antimicrobial resistance (AMR) in low- and middle-income countries (LMICs). Working in partnership with LMICs, ICARS use intervention and implementation research to support LMICs in implementing their National Action Plans. ICARS is currently embedded within the Danish Ministry of Health and within a couple of months ICARS is expected to operate as an independent entity as a self-owned, self-governing institution (selvejende institution).

About the position

We are looking for an experienced Programme Manager. Your primary role will be to assist the Director of Operations in relation to our organisational and administrative development and furthermore to support the scientific team in their work to assist LMICs and take part in our partnership engagement. As a new institution we are looking for a person who is willing to work broadly on legal subjects in relation to the development of ICARS. You will be the primary legal resource in ICARS but you will also be involved in a wide range of other areas working closely together with other members of the team.


Your main tasks 

  • Contribute to the establishment of an efficient and transparent governance structure; both while being embedded within the Danish Ministry of Health, when transforming into a self-owned, self-governing institution and eventually into an independent international organisation

  • Develop ICARS into an organisation with effective administrative and legally compliant procedures both externally when collaborating with countries, organisations and funders as well as internally among ICARS staff

  • Develop ICARS internal policies, including concerning HR issues in cooperation with the Ministry of Health Human Resource Department

  • Development of memorandum of understandings and collaboration agreements with LMICs and partnering institutions. 

Additional tasks will include: 

  • Take part in the work to secure external funding

  • Support ICARS Steering Committee and eventually ICARS Board of Directors

  • Write policy briefs, meeting material and supporting the overall functioning of the office

  • Organise meetings and events

  • Undertake other duties as may be required from time to time. 

Your background, professional and personal qualifications

We are looking for an experienced Programme Manager with a broad experience, knowledge and interest in legal issues in relation to governance, international cooperation, internal policies and preferably also HR-related issues. It will be considered an advantage, if you have experience from international cooperation and with Danish regulations concerning self-owned, self-governed institutions.


Professional skills 

  • 3+ years of experience from working in public administration, international organisations (IGOs or NGOs) or self-owned, self-governed institutions 

  • Demonstrated strong legal skills and broad legal knowledge

  • Experience in preparing meeting material and policy-briefs for seniority levels

  • Understanding of governance in international organisations

  • Experience in organising meetings and events

  • Knowledge of HR-related issues. 

Personal qualifications 

  • Excellent organisational skills with demonstrated ability to successfully manage competing priorities

  • Evidence of ability to multi-task and manage a fluctuating and at times heavy workload

  • Strong collaboration skills and ability to build strong relationships with internal and external stakeholders

  • Attention to detail

  • Proficiency in English (English is our working language).

Terms of employment

Depending on your educational background and level of experience, salary and appointment terms will be based on the collective agreement between the Danish Ministry of Finance and the Danish Federation of Professional Associations (AC) (overenskomst for akademikere i staten).


We are based at Statens Serum Institut in Copenhagen, Denmark.


This is a three-year full time position with the possibility of extension. The position is available as soon as possible.
